The instructor for these courses, Robert Lipp, retired from the Oakland Fire Department as an Assistant Chief with 32 years of experience in the Oakland Fire Department. During that time, he worked in every rank/position, in addition to his experience with Oakland’s FEMA US&R CA-TF4, where he served as Plans Team Manager, Task Force Leader, Program Coordinator, and Program Manager.
